Report: Qatar’s construction sector most robust in GCC, World Cup or not


Fueled by major infrastructure and real estate projects, Qatar’s construction sector is expected to grow by an average of 10 percent a year until 2025 – making it the strongest in the GCC, according to a new report.
In an industry trend analysis released this week, BMI Research noted that the sector’s pace of growth slowed to 11.4 percent this year, down from 18 percent in 2014.

However, the firm said it remained optimistic about the country’s prospects, despite recent challenges:
“We believe growth will continue to remain robust despite the re-emergence of corruption allegations surrounding the 2022 FIFA World Cup and the scaling back of some projects in light of the lower oil price environment.”

For the nearly five years since FIFA awarded Qatar hosting rights to the 2022 World Cup,critics have lobbied for a change in venue.
Some argued that the country was too hot to host the tournament in the summer months, but that hurdle was cleared last year after FIFA voted to move the games to the winter for the first time.
Others accused Qatar of corruption and obtaining hosting rights by bribing officials. Authorities here have repeatedly denied such allegations, but they continue to circulate.
Fueling the uncertainty, Swiss officials recently began a criminal probe into Russia’s 2018 bid and Qatar’s 2022 bids, after arresting several FIFA officials in May.

Despite recent developments, BMI Research said that even if the games were taken away from Qatar, it would still boast the fastest growing construction sector in the Gulf.
According to its report:
“With much of the country’s infrastructure pipeline not directly linked to the World Cup, while growth would certainly be slower as the government rationalises expenditure without the strict 2022 deadline, the majority of major projects would move forwards.
Doha’s metro network is still needed to alleviate congestion, albeit with fewer stations, Doha’s port will still need to be expanded to compete regionally and Qatar’s future economic growth will still need expanded power and water capacity.”
The report added that in the coming decade, it expects demand for materials and labor to increase throughout the Gulf, leading to price increases.
Another challenge facing Qatar in the coming years is disputes with contractors. Last month, a locally-based legal analyst urged the country to “actively plan and manage project delivery,” or risk facing a host of issues that could endanger deadlines.

94,289 Job Visas for Filipinos related to Qatar World Cup 2022

DOHA: Thousands of jobs, mostly related to the country’s preparation for World Cup 2022, await Filipinos in Qatar.

There are 94,289 visas reserved for Filipino workers that Qatar is hoping to be deployed soon, mostly in the health sector and the ongoing rail project, Deputy Minister of Labour and Social Affairs Hussein bin Youssef Al Mulla informed the Philippine delegation during the recent second Philippines-Qatar Joint Committee Meeting on Labour Matters. “This means that many employers here prefer Filipinos in certain job categories for skilled workers and professionals,” Labor Attache Leopoldo B De Jesus told The Peninsula yesterday.

Knowledge and experience as well as English language proficiency are some of the reasons why employers prefer Filipino workers to be part of their companies, said De Jesus.

Skilled Filipino workers who come here have the knowledge and right training courtesy of Technical Education and Skills Development Authority (Tesda), while the professionals, on the other hand, are experienced and licensed, he said.

The Philippines has received 78,426 job orders from Qatar, the latest figures which are based on the job requests by manpower companies processed by the Philippine Overseas Employment Administration (POEA), he added.

The population of Filipinos in Qatar currently stands at 188,000, the Ministry told the Philippine delegation.

The meeting was held in line with the 2008 Additional Protocol with respect to labour cooperation between both countries signed in 1997. Transparency in the recruitment process with emphasis on ethical recruitment practices and settlements of disputes involving Overseas Filipino Workers (OFWs) were among the matters discussed, said POEA Administrator Hans Leo J Cacdac, who led the Philippine delegation

During the meeting, Deputy Minister Al Mulla told the Philippine delegation that the Qatari Labour Law prohibits payment of recruitment fees.

Cacdac promised to issue a circular warning prospective OFWs coming to Qatar against paying such fees to recruiters.

The Philippine delegation submitted a proposal in line with enhancing the protection of Household Service Workers (HSWs).

Qatar announced that it is nearing completion of the drafting of a law to protect HSWs.

Both sides agreed to exchange blacklists of erring recruitment agencies and white lists of good performing agencies.

‘Comprehensive information and orientation programme for migrant workers and ‘skills, development, certification, upgrading and recognition system’ — two of the project outcomes of Abu Dhabi Dialogue — were also discussed. The third joint committee meeting will be hosted by Manila later this year, to be preceded by a technical working group meeting.

62% of firms in Qatar may hire in three months



DOHA: Some 62 percent of Qatar employers are expected to hire over the coming three months.

Civil engineers and executive assistants will be the most in demand among companies during the period, according to a survey by Bayt.com and YouGov to prepare a job index for the Middle East and North Africa (Mena) region.

It revealed that 44 percent of firms in Qatar are ‘definitely’ hiring in the coming three months and 52 percent looking to hire will take in up to 10 people.

About 18 percent of employers claim they will probably hire new talent, while 67 percent will either ‘definitely’ or ‘probably’ hire in a year’s time.

Some 26 percent of firms will look to fill up to five positions in the next three months, while 26 percent will look to fill six to 10 positions, 72 percent of which will be for junior or middle-level executive roles.

The study also revealed that companies in Qatar will mostly hire civil engineers (19 percent), executive assistants (17), engineers (16), project managers (16), sales managers (16), and craftsmen (16).

Some 37 percent of firms in the GCC are definitely hiring after three months versus 30 percent in the Levant and 29 percent in North Africa regions.

In Mena, more organisations in the public relations or oil, gas and petrochemicals industries reported that they will definitely hire in the next three months than other industries. Most jobs in the region are expected to come from the private sector; 73 percent of respondents from multinational companies in the private sector say they will ‘definitely’ or ‘probably’ hire in a year’s time, and 72 percent in large local private sector companies.

A graduate or post-graduate degree in business management is highly favoured among Mena employers. In Qatar, the most desirable qualification is engineering (35 percent), followed by administrative qualifications (25) and commerce (23).

Employers in Qatar are looking for candidates having strong communication skills in Arabic and English (58 percent), are team players (51), have good leadership skills (50), can work under pressure (49), are trustworthy (42), and experienced (42).

As for experience, employers in Qatar prefer candidates that possess managerial proficiency (49 percent), administrative expertise (34) and engineering acumen (34).

Some 64 percent of employers in the GCC, the Levant and North Africa have hired employees in the past six months compared to 76 percent in Qatar who have done the same.

According to 48 percent of Qatar respondents, the country is more attractive as a job market than any other in the region. About 16 percent of respondents in the Levant and 19 percent in North Africa claim that their country of residence is the most attractive as a job market.

Qatar respondents believe the most attractive industries – those retaining top talent – are construction (56 percent), oil, gas and petrochemicals (42), and banking/finance (26). Nearly 49 percent in Qatar also consider their current industry more attractive as a potential employer.
